Esta tese analisa o gerenciamento de obras públicas municipais e a solidez alcançada pela engenharia a serviço da sociedade, tendo como base teórica e metodológica a ergonomia contemporânea, centrada na atividade do trabalho dos engenheiros e técnicos de prefeituras, autarquias e empresas municipais. Nossas investigações indagam sobre a manutenção do saber técnico nos quadros funcionais das organizações públicas envolvidas com a engenharia, concorrendo para o desenvolvimento de uma ferramenta macroergonômica para provimento das necessidades através da capacitação profissional dos atores. Este trabalho está dirigido às administrações municipais que buscam aprimorar seu corpo técnico para o planejamento, programação e controle da execução de obras públicas resistentes e duráveis.

This thesis analyzes the management of municipal public works and the solidity reached by the engineering when serving the society, having as a theoretical and methodological base the contemporary ergonomics, centered in the activity of the engineers' work and technicians of city halls, autarchies and municipal companies. Our investigations question the maintenance of the technical knowledge in the staff of the public organizations involved in engineering and they are headed for the development of a macroergonomics tool for the supply of the needs through the actors' professional training. This work targetts the municipal administrations that want to improve their technical staff for the planning, programming and controlling of the execution of resistant and lasting public works.
