Abstract: Reducing rural poverty remains one of the most complex challenges in Latin America, not only due to the scale of deprivation, but also because of the lack of clear criteria to determine what should be prioritized in contexts where everything is urgent and resources are scarce. This lack of strategic orientation has led to migration from rural territories to urban centers, driven by the absence of sustainable opportunities. While the literature has documented the effects of lacking access to services such as water, electricity, or sanitation, these are often analyzed in isolation, offering few tools to determine the optimal order and combination of interventions. This study addresses that gap by analyzing the case of San José de Chamanga, a coastal parish in Ecuador marked by structural exclusion, environmental degradation, and weak institutional presence. Based on a quantitative design using surveys conducted with 282 households, ordinal regression models, network analysis, and predictive models were implemented. The findings show that poverty results from a constellation of interdependent deprivations, and that combinations of infrastructure variables offer greater explanatory power than individual ones. The study provides useful evidence to support the design of integrated and prioritized public policies based on their expected impact on rural well-being.
