O estudo da temática, através de uma abordagem qualitativa, põe em evidência as principais questões relacionadas com o papel do Estado, da mulher e da enfermagem na formulação dos problemas de Saúde Matermo-Infantil (PSMI) no período de 1970 a 1985. A evolução dos PSMI é relacionada às diferentes conjunturas econômicas e políticas que explicam essas propostas governamentais. Nesta abordagem - no plano conceituai - o movimento das mulheres desempenhou um papel fundamental. Quanto à enfermagem, esta foi caracterizada numa concepção de "execução" de tarefas onde a área de atuação da enfermeira foi limitada. Apesar dos avanços conceituais que emergem dos eventos técnico-científicos, a enfermagem, na área materno-infantil, foi limitada por condições históricas que impediram sua expansão e fortalecimento.

The study of thematic trough qualitative approachment putting in evidency the mayor questions related to the role of the state, woman and from nursing the definition of the "Programa de Sau-de Materno-infantil" (PSMI in the period 1970-1985. An evolution of the PSMI is related to the differential economic and politic conjuctures that justify these governamental purposes. In this approachment in conceptual plan - momovement of the women played the fundamental fiddle. Whatever to the nursing, was characterized in a conception of ëxecution"of tasks, where as the field of action of the nurse was limited. Al though the conceptual progress that rosen out from technical-scientific events, was limited by historical conditions that impeded its expansion and encouragement.
